
Helen led on achieving a U-turn on the fees payable to Early Learning and Childcare providers in Autumn 2022 which allowed many private nurseries across Highland to keep their lights on over that winter.
Helen has led calls for an overhaul of Council strategy on Raising Attainment in schools, presenting the
first motion of the current Council session calling for a major shake-up, with a new literacy and
numeracy action plan. She brought national attention to the poor state of Highland school buildings,
lodging a motion in 2024 calling for a School Estate Emergency and which in turn pressurised
Highland Council into giving fresh priority to the state of school building such as St Clements, Beauly,
Charleston and Portree.
Helen obtained cross-party support for her motion on Major Energy Infrastructure which forced
Highland Council to publish an online mapping of all Renewables Energy applications across Highland
Council.
She organised and chaired two Conventions on Energy with the support of over 50 Community
Councils and numerous community groups across the Highlands, latterly securing the support of 11
MPs and MSPs cross-pary to her communique calling for urgent debate to address the lack of
national planning and calling for a pause to further applications.
